So, this would be taking place in the DCAU (Timsverse) and specifically would be taking place in an alternate version of Gotham and Metropolis. In this universe things have gotten darker. Where in the other timeline we have Terry McGuinnus to take up the mantle of the batman in this one we don't. I'm going to say that the plans were made for him, but instead of ever getting the chance to steal the batsuit and become the bat he ends up dying in gang warfare.
Bruce continued to step away form Wayne Tech, Luthor Tech is ran by Lex's grandchild (We find that in this universe after helping to destroy Darkseid Lex's plan of having his mind copied and implanted into a clone was activated. In essence Lex has been running his company via his illegiment children for the past few decades.)
Superman is still controlled by Starro. And that leads us to where we are. The year is 2068. Bruce is an incredibly old man. The city has long since fallen into chaos. The Jokers aren't the worst of it. Groups that have augmented themselves are far more prevalent. They are finding that those that continue getting augmented have intense delusions, fall into insanity, and go well off the deep end. Derek Powers no longer runs Wayne Corp. He was assassinated, and that left the company in disarray. Superman, under the control of Starro, has found that some of those augmented are actually just as powerful as he is.
A lone kid, one who lost his mother and father to random gang fighting stands at the crossroads. The need to find a way to prove himself stands before him. A chance to do so has fallen into his lap in the guise of a cybernetic implant that will replace his spine. Heading toward a known back alley surgeon he sees someone attempting to break into the old house that has stood alone for so long. Curiosity gets the better of him, and he goes to see. In the end he manages to get the would be criminals away, but not before getting shot. An android version of Alfred opens the door to find him bleeding out on the doorsteps.
Bring brought in the boy is treated, and we see an Elderly Bruce Wayne. This isn't the Bruce from Batman Beyond. He's older, far more fragile, and he's long since given up on the mission. Realizing that the boy hasn't just been shot, but that his spine severed he has the android Alfred preform the surgery to replace his spine with the cybernetic implant. From there the boy wakes up to find himself in the batcave. Bruce tries to have him knocked out, but the boy instead talks to him, explains that he knows about the Batman, he knows what he did without the enhancements. Slowly, Bruce decides to allow the boy to be trained. Bit by bit the boy learns a few versions of the martial arts that Bruce had learned.
Each one learned the old fashioned way, and not simply a chip implanted to give someone the ability. The boy is finally given a chance to prove himself, and gets to use the last batsuit that Bruce ever made. We see the Batman Beyond suit being used for the first time. Going out the kid's cyberspine already allows him to move at faster than human speeds, and with the suit that is amplified to nearly Flash speeds. The word of the Bat returning gains the interest of a few individuals, one of which is an Amazon princess and her daughters.
And that's where I am currently on the idea.
